RTA signs two MoU with Dubai Public Prosecution

The first MoU was signed on behalf of the RTA by HE Mattar Al Tayer, Chairman of the Board and Executive Director of the RTA; and on behalf of the Public Prosecution it was signed by HE Advisor Esam Eisa Al Humaidan, Attorney General of Dubai emirate.

While the second MoU was signed on behalf of RTA Rail Agency by Abdullah Yousef Al Ali, CEO of the Rail Agency, on behalf of the Traffic Directorate by Salah Mohammed Al Falasi Bofarooshah, Head of Dubai Traffic & Prosecution, in the presence of Advisor Khalifa Rashid Bin Dimas, Senior Attorney General, and Abdul Mohsen Ibrahim Younes, CEO of RTA Strategy and Corporate Governance Sector, as well as scores of officials from both sides.

The Memorandum of Understanding related to legal & corporate cooperation between the RTA and Public Prosecution aims at supporting, promoting and consolidating the current strategic partnership between the two parties in an effective and continuous manner in a way that ensures advancing and strengthening these relations continuously, besides establishing a base for mutual cooperation to boost the level of legal & corporate performance and optimize the utilization of the capabilities and expertise of the two parties.

Under this MoU, the two parties will cooperate in various fields and issues of common interest to ensure constructive integration, especially as regards qualifying, developing and training human resources among other areas of common interest. The MoU also provides for exchanging visits and sharing expertise & experience by participating in conferences, seminars, lectures and workshops, as well as exchanging legal & corporate publications delivered by the two parties, sharing service centers, social facilities and training centers according to the working conditions of the two parties, and establishing an e-link between the two parties to serve best interests.
The MoU is valid for one year, and is automatically renewable for a similar period, unless either party notifies the other in writing of its intention to terminate it one month before its expiry date.

 

Dubai Tram
According to the Service Level Agreement as regards Dubai Tram, the RTA shall notify the Traffic Prosecution immediately after learning about the location of any accident, prepare an accident report as per the form and content agreed upon by the two parties, and ensure the collection of video footages filmed by tram built-in surveillance cameras or other surveillance cameras deployed in the vicinity of the Dubai Tram; which has to be part of the investigation. The completed Investigation Form shall be submitted to the Public Prosecution, and other evidence shall be collected as part of the investigation process, besides providing the Public Prosecution with details of both RTA’s representatives and the Tram Operator, to be used for the Tram accidents. The Traffic Prosecution will examine the details of the accidents, which is reported by the Tram Operator or the traffic policemen onsite and take a decision as regards removing the victims from the site to avoid delaying or disrupting the programmed tram operation.

The two parties also agreed to form a joint committee to coordinate in accidents that occur on the right of way of the Dubai Tram. The Committee, which is composed of members to be agreed upon later, shall hold periodical meetings or convene as required, and shall be responsible for the supervision of the running of the service and delivering it as provided for in this MoU, submitting reports to both parties, making recommendations regarding key issues related to the services that need to be decided by the top management, as well as overcoming obstacles and seeking to resolve any issues submitted to the Committee.

HE Mattar Al Tayer lauded the efforts of the Public Prosecution in Dubai emirate in enforcing the rule of law, protecting rights & freedoms and dispensing justice in Dubai emirate. He looked forward to establishing further cooperation between the two sides and opening up new horizons to optimize utilization of human resources and cutting-edge technology.

“The signing of this MoU helps boost the strategic partnership relationships between the two parties in an effective manner capable of uplifting the legal as well as corporate performance level, and forging further integration,” he added.

H.E. Esam Al Humaidan commended the huge efforts made by the RTA in providing a world-class infrastructure spanning integrated road networks and transit systems rendering it an example to be emulated at the regional level, adding that such unique projects accomplished by the RTA over the past few years made a focal point of various countries of the globe.

H.E. Mattar Al Tayer briefed H.E. Isam Al Humaidan and the delegation of the Dubai Public prosecution on RTA’s Crises Management System; which is considered one of the key ingredients supporting the efficient operation of mass transit systems and roads network in the Emirate of Dubai. It is also viewed as a Control and Observation Unit through which work the traffic flow in various roads and streets is monitored via a link with 200 cameras deployed in main roads and streets of the Emirate, enabling the RTA to monitor vehicular flow on roads.

The Dubai Metro on both the Red and Green Lines is covered by around 5000 cameras mounted onboard the metro carriages, the front carriage of the metro and all stations across the two line. Such a facility ensures the highest and safest operation levels, convenience of passengers, and the ability to have rapid intervention during emergencies. Al Humaidan was also briefed on the Automated Fare Collection Systems Center and the issuance of NOL cards.
