The Roads and Transport Authority (RTA) announced a smart transition in the issuance of NOCs addressed to the Ministry of Human Resources and Emiratisation for the recruitment of chauffeurs for limousines.
The NOC can now be issued online through RTA website. Paper transactions will remain to be available at Customers Happiness Centers in Umm Al Ramool and Deira until the end of this year to allow clients more time to familiarise gradually with the new service. The move is part of RTA’s efforts to reduce paper transactions and cut short the processing time of services as the new service slashes the processing time from 180 minutes to just three minutes.
“The launch of NOCs for recruitment of chauffeurs service online through RTA website is part of RTA’s strategy for the smart transition of all services aimed at paperless licensing, besides adding to our financial & environmental sustainability,” said Nasir Al Haj, Director of Commercial Transport Activities, Licensing Agency, RTA.
“This initiative fully achieves this objective as it abolishes all paper documents used to be required for availing the service. It replaces the documents by just quoting the number of the commercial license and the traffic file; which cuts short the processing time from 180 minutes to 3 minutes,” said Al Haj.
“The paper system will remain in place at Customers Happiness Centers in Deira and Umm Al Ramool until the end of this year to allow customers more time to familiarise with the new system. The new system carries automated auditing of franchise databases.
It captures the core details of the operation contract of limousine transport companies such as the validity of the contract, the number of contracted vehicles and the number of authorised vehicles. It then automatically computes the number of permits issued to drivers and matches it to the number of entitled permits.
“The content of the new service differs from the conventional certificates. The concept has evolved from issuing an NOC to the issuance of an informative document that helps the concerned parties in the Human Resources and Emiratisation Ministry to take a decision as regards the issuance of work visas for drivers.
It also supports the newly established and contracted companies in this sector. A new mechanism is endorsed for computing the number of driver permits allowed to be issued based on replacing the number of contracted vehicles by the number of registered vehicles.
“New controls have been added in preparation for the launch of the new service such as electronic codes that carry automated auditing of transactions and procedures.
These checks include preventing firms from exceeding the permissible number of driver permits, linking the renewal of driver permits/issuance of new permits with the contract validity, and linking the adjustment of the number of contracted vehicles with the submission of an online application for amending the contract,” added the Director of Commercial Transport Activities, Licensing Agency, RTA.
